VDOT Accepts Richmond STC Central System
Richmond, VA -- Open Roads Consulting Incorporated (Open Roads) and Kimley-Horn & Associates
(KHA) received final acceptance from the Virginia Department of Transportation (VDOT) for
the central system software deployed at the Richmond/Tri-Cities STC. The system has been
operating around-the-clock since March 2001 with core functionality and since August 2001
with full functionality. To quote one observer, "This certainly represents a mark in the
win column for VDOT and for Virginia!"
A key project goal was to deploy as soon as possible, allowing VDOT employees to manage
traffic during the 18-month reconstruction of the James River Bridge on I-95. This was
successfully accomplished with a phased development, integration and deployment approach.
Two (2) significant results were achieved. First, VDOT’s participation throughout the effort
resulted in a system that fits their specific needs. Secondly, open architecture development
and incremental delivery of the system allowed VDOT to deploy the critical functionality,
while development continued on those functional areas less important to their immediate needs.
The STC was fully operational within 12 months – six (6) months ahead of final system acceptance.
This system provides a GIS-based user interface with interactive icons representing each
field device, and software for Variable Message Signs, CCTV cameras, Highway Advisory Radio,
Incident Detection and Management, Condition Monitoring, Equipment Preventive Maintenance,
Work Zone Management, and Schedules.
