West Virginia Statewide OpenTMS ATMS Deployment & Build of Statewide Operations Center

The Project

The West Virginia Department of Transportation, Division of Highways, (WV DOH) sought consultant services to deliver a fully operational Smart Transportation Management Center (STMC) within the WVDOH Central Headquarters, and at the Marshall University’s Rahall Transportation Institute in Huntington, West Virginia.  The project included both the facility design/build and ITS systems integration.

 

The Challenge

WVDOH planned an aggressive seven-month project schedule with a single consultant team to design/build the TMC and implement the integrated software solution.  The key project tasks included:

• Facility design equipment purchasing, oversight of existing facility remodel to accommodate the STMC
• Off-the-shelf advanced Transportation Management System (ATMS) solution that can be delivered with minimal or no software development;
• Provisions for software and hardware upgrades to maintain performance and functional requirements;
• Integration of multi-agency systems within West Virginia and capabilities to integrate with systems from neighboring States.

The Approach

Open Roads submitted the winning bid by developing an aggressive project plan around the installation and configuration of OpenTMS EnterpriseTM, the industry leading off-the-shelf Advanced Traffic Management System.  OpenTMS provides out of the box support for all major ITS Device protocols and is designed to quickly integrate with the most common ITS field-devices including video cameras, DMS, traffic detectors, and weather stations.

 

The Solution

Open Roads deployed a fully functional and secure system that enables Department of Transportation operators as well as system users from East Peoria Public Works, East Peoria Emergency Services, Peoria Public Works, and Peoria Emergency Services full access to system functions.  The solution was built around OpenTMS EnterpriseTM and includes a public traffic web page, incident and work zone management, and device command and control.
